Well, I'm probably the least qualified to answer this - being two months in, no PvP experience, and a shaky combat character at best. But since I guess everyone else is learning about rigs and salvage, here's my .02 ISK.
First off, PvP is HARD. Cannot stress that enough. Whatever you do, expect to lose 2-5 times more than you win, because you are new. From what I've heard, most people who will actually throw down with you have plenty of T2 stuff, stuff which you will not be able to use, nor afford for months. So get used to the idea that you won't be able to make a halfway decent fight for months, and even when you do, you're still gonna be losing alot.
So this means sustaining yourself financially, so that whatever you take into 0.0, you can afford to lose. To a mission grinders, this means finding the highest quality agents that will take you. Once you do, stick with them. You need to rack up those loyalty points for implants. Without considerable learning skills (at least 3 in everything, including advanced), and good implants, you're really not even competitive.
Speaking of competition, the single most important decision (because from what I've read, most of what I am telling you is necessary to make an impact) you can make in the near future is the corporation you join. I would (and one day, might) seriously consider spending an hour a day for a week or more to simply be social, check forums, channels, and those container advertisement in -0.8, and see which corp seems like the best for you. Aside from getting free stuff from them, the most important thing is learning - no I don't mean like a skill book. I mean learning how to fight PvP from people who have done it for a while. At this stage, that's more valuable than a billion ISK.
As for modules, skills, and ships... when coming up with a plan (hopefully you have EVEMON, if not google it and get it). I would start with the kind of module or ship or build you want. Check the forums to see what works out there, and what doesn't. Check the market to see availability and price. Settle on that first, and then make note of what skills you need for it. As you train those up, you should be running those missions, maybe occaisionally check out deadspace or doing something else. But remember - until you have serious SP in your learning skills, bringing those up, and getting implants (which require hundreds or thousands of loyalty points) should be priority. Then, study what you need for those T2 railguns.
